गाड़ी खरीदना क्या बहुत बड़ा काम होता है?

कई साल हो गए सोचते सोचते कि एक कार खरीद लें लेकिन रोज-रोज सोचकर बातें करके इधर उधर पता लगाने पर भी आज तक एक कार नहीं खरीद पाए।

अब तो पुत्र बारहवी क्लास में पढ़ने लगा है और पत्नी की तबीयत भी खराब रहती है। इन कई वर्षों में चार पांच बार स्कूटर से गिरने पर चोट भी लग चुकी है फिर भी पता नहीं क्यों कार नहीं खरीद पा रहे हैं। ऐसा क्या है कार खरीदने में?

कई वर्ष पहले जब परिवार आरंभ किया था तब सोचा था कि जब पुत्र होएगा उस समय कोई वाहन की व्यवस्था कर लेंगे। तब तक ऐसे ही काम चला लेंगे। जब पुत्र हुआ तो सोचा कि अभी तो स्कूल जा नहीं रहा है जब स्कूल जाने का समय आएगा तब कोई साधन ले लेंगे। लेकिन एक बच्चे के पालने के समय भी कई बार एक वाहन के न होने की कमी खल रही थी। क्योंकि जब बच्चा बड़ा हो रहा था तो कभी-कभी अक्सर बीमार हो जाता था तब जल्दी से जल्दी लक्ष्य रहता था कि अस्पताल पहुंचे। उस समय अस्पताल लगभग 7 या 8 किलोमीटर होगा हमारे घर से। उस जगह सरकारी बस या यातायात के की सुविधा ज्यादा नहीं थी। दो तीन प्राइवेट बस ही चलती थीं। वह जगह क्योंकि शहर से थोड़ा सा बाहर थी इसलिए उधर साधन कम मिलते थे। सोचिए क्या 8 किलोमीटर की दूरी शहर से बाहर मानी जाएगी। पर हां वह जगह ऐसी थी कि घंण्टों बस के लिए खड़ा रहना पड़ता था। और बहुत कम ऑटो टेक्सी चलती थी। टैक्सी लेने का मतलब था आने और जाने दोनों तरफ का किराया देना। शहर से अपने घर तक जाने के लिए लगभग सौ रुपया यह 200 रूपए मांगते थे। अगर आप बेवक्त मतलब ऐसे समय में जब आपकी मजबूरी हो तो उस मजबूरी का टैक्सी वाले भरपूर फायदा उठाते थे। पता नहीं क्या हुआ पर उस दौरान उस समय ना तो कोई गाड़ी वाहन ले पाए ना ही कोई मेडिकल इंश्योरेंस। 2001 2000 के आसपास मेडिक्लेम लेने के लिए पता नहीं न्यू इंडिया इंशुरेंस करके कोई ऑफिस है वहां गए थे। वहां फॉर्म वगैरह भर कर आ गए घर। उन्होंने तरह-तरह के कागज मांगे जोकि तुरंत तो हम दे नहीं सकते थे इसलिए वापस आ गए। उसमें पता नहीं बहुत सस्ता प्रीमियम था। करते करते वह भी रह ही गया।10 साल बीते एक दो बार उस ऑफिस गए भी तो उसने कहा कि वह जो पुराना फॉर्म भरा हुआ था वह लेकर आईए हम कुछ करते हैं। फिर अचानक बीच में लापरवाही की वजह से कुछ भी नहीं हुआ।

2008 में तब सुना कि टाटा नैनो बन गई है दुनिया की सबसे सस्ती गाड़ी। लगा बहुत अच्छा शुभ अवसर हाथ लगा है चलो गाड़ी ले लेते हैं। हमारी मंशा थी कि यह तो पूर्णतः भारतीय उत्पाद है तो इसको तो हर भारतीय को खरीदना चाहिए। परंतु जैसे ही उसके बारे में खबर फैलने लगी और वह खबर हमारे घर में भी आ गई। हुआ यूं क्योंकि उसको कहा जाता था दुनिया की सबसे सस्ती गाड़ी इसलिए उसके ऊपर गरीबों की कार का तमगा लगा दिया गया। अब यह बात हमारी पत्नी के दिलो-दिमाग पर छा गई कि क्या गाड़ी खरीद रहे हो? गरीबों की गाड़ी क्यों खरीद रहे हो? लख टकिया कार कहा जाता था टाटा नैनो को। प्रोग्राम हमने टेलीविजन पर देखा था जिसमें की रतन टाटा जी टाटा नैनो में बैठकर मंच पर आए थे और उन्होंने बोला था promise is a promise  प्रॉमिस इस ए प्रॉमिस। एडवांस बुकिंग शुरु हो गई थी ₹2000 में। हमने बहुत ट्राई करा लेकिन सफलता हासिल नहीं हुई। घर में कोई राजी नहीं हुआ।

करते करते बात आई गई हो गई और आज 2018 हो गया है आज तक गाड़ी नहीं खरीद पाए हैं।

जैसे जैसे लड़का बड़ा हो रहा है वैसे वैसे उसकी चाह भी बडी हो रही है।

हमने कई बार कहा कि मारुति ऑल्टो ले लेते हैं वह तो बेस्ट सेलर गाड़ी है भारत की। तो वह कहता है कि वह भी कोई गाड़ी है। टक्कर होने पर पिचक जाएगी। इस पर क्या जवाब दें हम? ऐसे तो कोई भी कार टक्कर खाएगी तो पिचक जाएगी। यह बात तुम को समझ में क्यों नहीं आती है। अब बारहवी क्लास के बाद कहीं ना कहीं तो एडमिशन लेना होगा। भारत में बिना पैसे के कहीं एडमिशन होता है? किसी कॉलेज में किसी भी हायर एजुकेशन उच्च शिक्षा में बिना पैसे के एडमिशन मिलता है क्या?  हम तो सुनते आए हैं कि मेडिकल की सीट के लिए 30 लाख 40 लाख मांगते हैं कॉलेज वाले। ऐसे ही लगता है  इन्जीनियरिगं कोर्स के लिए।

एजुकेशन महंगी हो चुकी है (शिक्षा शब्द चूंकि क्लिष्ट हिन्दी मानी जाने लगा है इसलिए एजुकेशन शब्द लोग यूज करने लगे हैं)  अब 2018 के हिसाब से तो यह रकम बहुत बड़ी हो गई होगी। कहां से देंगे इतने पैसे? इसलिए हमने कई बार समझाया कि थोड़ा पैसा बचा लेते हैं और अब तो टाटा नैनो दो लाख की आती है या फिर मारूति ऑल्टो k10 ले लेते हैं और लोन ले लेंगे।

तो वे लोग कहते हैं कि यह कौन खरीदता है? कोई ढंग की कार खरीदो? जहाँ तक हमारे समझ मे बात आई है आज कि वे लोग टाटा जेस्ट या टिगोर टियागो जैसी कार पर सहमत हो रहे है। परन्तु यह भी हमारे लक्ष्य से अधिक है। मैने कहा था कि3 या 4 लाख से अधिक नही खर्च करेगें कार के लिए। परन अब तो बजट बिगाड़ जाएगा। कई वर्ष पहले से योजना बनानी चाहिए थी। कोई निवेश योजना सोचनी थी? म्यूचुअल फंड आदि कोई योजना मे निवेश करना चाहिए था? उम्र कम होने पर एग्रेसिव स्कीम जैसे कि इक्विटी फंड मे निवेश करनाचाहिए था? हमे पता थी यह बात पर पता नही क्यूं हमसे नहीं हुआ? पारंपरिक सोच मानसिकता हावी रही। सुनते धेनु बचपन में कि जैन साहब शेयर बाजार मे भी निवेश करते थे और उन्हे घाटा हुआ। ऐसे बाजार मे निवेश खतरों से भरा होता है। हर्षद मेहता केस हुआ था। पर जीवन मे पूंजी निवेश आवश्यक होता है। जमीन जायदाद मे और सोने मेह निवेश पारंपरिक रूप से अच्छा माना जाता था। पर उसके लिए हाथ मे बडी पूंजी होनी चाहिए। अब सबका तोड आगया म्यूचुअल फंड। इसमे भी पूरी योजना तथा लम्बी अवधि या लम्बेसमय के लिए निवेश करना चाहिए। हमने किया होता तो गाडी कार मैडिकल इंश्योरेंस मेडिक्लेम आदि होता 20 वर्ष की नौकरी के बाद।

so mantra is to start early. Start saving whatever you can. Just take first step forward.

If a report in The Hindu of March 18, 2018 on page 9 of Jacob Koshy, is to be believed then a floating laboratory three days a week, four women in white lab coats traverse the Loktak Lake of Imphal in a motorboat, Scooping flaskfuls of water for analysis.

Changes in temperature is recorded, conductivity and dissolved-oxygen in 300 sq km lake. As it happens everywhere on earth the rising urbanization and land use change over the years has seen the Loktak Lake become a dump yard for municipal waste.

I don’t blame people of Imphal, since this commercial attitude and ignorance about risks of environmental degradation is rampant all over our country.

Chennai floods is most recent example of partially man-made disaster. Few said that encroaching upon natural cooum (as it is called?? Spelling?) or water bodies interconnected with rivulets, nallahs, canals resulted in such a disaster. Run off water in rains could not go to the rivers and reach sea, caused it to be accumulated in the city.

I have read somewhere that de-silting and evicting encroachment on such water bodies has been started now.

images (7)But impact of such environmental degradation results in many such disaster. Loktak Lake of Imphal is not new to this exploitation. Residents have not woken up to this hardship faced by Loktak Lake. It is historic, Tourist interest spot, a water body, that gives shelter to ecosystem of its own, floating islands and most famous Sangai Deer. Keeping it clean and alive is responsibility of residents of images (5)Imphal.

How can I blame people of Imphal? When I cannot do anything to keep clean River Goddess Mother Ganga. Fate of all such water bodies is in hands of people residing on banks.

As per the report, Rajkumari supriya a researcher at Institute of Bioresources and sustainable Development (IBSD), said her colleagues, as part of routine, first measure preliminary characteristics of the water on boat and then follow it up with more analysis at their lab. “Over there we calculate the biochemical oxygen demand, chemical oxygen demand, chloride test and nitrogen levels”  she said, Koshy has written in his article.

The article also cites, Dinabandhu Sahoo, director, IBSD who said “Everyone talks about carbon dioxide levels, but nitrogen pollution is a major silent threat and already there are signs of calcium anomalies in some of the mollusc and other aquatic life in the lake”.

This is similar to the phenomenon of coral bleaching in oceans, where rising sea surface temperature cause organisms that live on corals to disengage, thereby killing the corals themselves. The model of floating laboratory ties in with large initiative by centre’s DBT to monitor health of aquatic systems in northeast.

DBT also had announced plan to have multiple boats cruising the 3500 km Brahmaputra river and collecting water samples to track its health.

I would like to add that there were reports in media about some activity in the Chinese side of Brahmaputra river water, threat emanating from those reports is also a cause of concern for safety of people along the river Brahmaputra. But such activity of checking health of water system is must for all over our country. Even similar things are required for Ganga and certainly department concern must be doing all this. I have had heard over the years about pollution of Ganga, more particularly at Kanpur. Where many tanneries functioned. But all over the bank of Ganga and Yamuna many cities burden rivers with their sewage, garbage. Imagine the river Ganga starts accumulating waste of human civilization from the tip of Himalayas, from the source itself, Gangotri as it is called.

There was another disaster at the Kedarnath temple. Amazingly the temple remained protected but all surrounding areas succumbed. People go on pilgrimage and few go on tourism activities on Himalayas. When there is human intrusion in Nature’s pure environments, they do not think that they should keep it as pure as it is. People always disturb the balance, by doing many things, such as Throwing garbage (most of it is plastic that do not degrade), contaminate water and earth (many things chemically effect either the nature’s purity or pose danger to life (aquatic or terrestrial). From Rishikesh, Haridwar, Agra, Kanpur, Allahabad then to Kashi (Varanasi), Patna, Kolkata River reaches the sea. On the way gets contamination.

Health of River or any water body is always helpful to its residents and also those who live around it.

In Loktak Lake, health of lake also effects the Phumdis or the floating islands on the lake. These islands made of mix of vegetation and soil, coalesce to form a thick mat that, for centuries, have hosted human settlements and fishing settlements. Fishing is one option for livelihood that depends on Loktak Lake, it offers food and livelihood people residing on it and near to Loktak lake.

Floating islands gave few people to make their shelter. now since they have encroached upon the lake the space once taken over by people it is difficult to vacate it.

Now even floating school has been established, that provides proof of the extent of encroachment in the Loktak Lake.

The pH level of the lake as per measurements so far, varies from 6.8 to 7.2 (ideally it should be slightly below 7). Lots of things at stake, the heritage of centuries, an amazing ecosystem, a water body, the aquatic life and wildlife, Sangai Loktak Deer.

And I am more worried that our whole heritage of folk lore, folk tradition will be at risk. Always at the threat of becoming extinct. Manipur Dance and Music will be poor if Loktak Lake and Sangai deer are lost?

A question always arises in mind whether public health system is better or private? I think such question if arises then it is in itself a proof that how much faith we have in public health system? But more often than not we have no other option but to go to public health system.
This debate is going on for very long. I suppose that this will continue for a long period of time. Question always arises whether government provide better health care facilities or private hospitals. All India estimates (in 2014) of rural areas indicated that private hospitals were preferred. Why? Since more number of cases were hospitalized in private hospitals that in public hospitals. Cases 581 per thousands were hospitalised in private hospital whereas 419 in public hospital. Similarly in urban areas 680 per thousand cases hospitalized in private hospitals and only 320 in public or government hospital.
The difference between type of hospitals in rural areas was about hundred or 200 cases. However in urban areas the difference was almost double that means urban private hospitals were most preferred. I don’t know how to infer that a public has more faith in private hospitals in urban areas?
Difference of double that of public hospital is a striking thereby indicating that there is a huge gap in coverage by public health system?? How to expand coverage by public health system is major challenge. Now at this stage we have to talk about coverage leaving aside the quality of health coverage.
More male patients than female are hospitalized in Private hospital compared to public hospitals? Is there any gender issue involved in this?
Or families prefer private hospitals for male patients in rural areas? The difference is not large though even though little bit difference is there. About 278 female and 303 male per thousands patients were taken into private hospital.
In A & N Islands, about 941 per thousand patients hospitalised in public hospitals in rural areas and only 59 per thousand patients in private hospitals. [50 male and 9 female]
No simple inference can be drawn, as in rural areas might not be having any option as not much private hospitals were available. States like Arunachal Pradesh, Assam, J&K, Manipur, Meghalaya, Mizoram, Nagaland, Odisha, Sikkim, Tripura and even in Delhi less number of patients were hospitalised in Private hospitals
Andhra Pradesh, Gujarat, Haryana, JharkhandKarnataka, Kerala, Maharastra, Punjab, Telangana, UP, Pudducherry more patients were hospitalised in Private Hospitals.
AP, Gujarat, Jharkhand, Karnataka, Kerala, Maharastra, Punjab, Telangana, UP, Pudducherry, almost more than double patients hospitalised in private hospitals than that of in Public Hospitals. In Urban areas, AP, Bihar, Chattisgarh, Gujarat, Haryana, Jharkhand, Karnataka, Kerala, Maharastra, Nagaland, Tamil Nadu, Telangana, UP, Uttarakhand large number of patients were hospitalised in private hospitals. In few states the number was three times higher than that of public hospitals.
Allopathy is still the most preferred choice of treatment. In urban areas 94.4% Male and 91% female received treatment in Allopathy medicine. All other Indian system of medicine i.e Homeopathy, Yoga, Naturopathy got only less than 7% of total patient share. All these system collectively named as AYUSH.
If data is to be believed then Nagaland shows 82% male received treatment in other system of medicine? While female received 100% Allopathy? Is it a mistake of data entry?
Over all more number of patients got treatment in other form of medicine was observed in Tripura(18), kerala(15.3), Punjab(14.8), Lakshdweep(11.5). Chattisgarh(11.2), Rajasthan(10.3), Himachal Pradesh and A & N Islands (10.1).
However, if any recent study is done few places will top the chart for usinf AYUSH including A & N Islands. I saw long queues standing in AYUSH hospital waiting for their turn to meet Ayurvedic or Homeopathic doctors. Few like to visit AYUSH, as many costly brand medicine are provided free of cost. I overheard two persons talking each other about this.

Malaria, ZIKA and Health system? MDG SDG or what?

Health is a major issue for mankind. Health is wealth is the common saying. But what mankind is doing for health, and what for improving Health system?
Recently on TV saw news about Malaria, ZIKA virus.
We were already struggling with highest killer of our times the Malaria, then Dengue and Chikengunia came out of blue. Now this deadly virus ZIKA has come, it forced The stalwart of motor company TATA motors to rename their vehicle as was reported in TV news. Earlier people were dying with TB, pneumonia, cholera plague etc. I mean they were common names or known to everyone. But now as science is progressing we are made aware of more and more new names of DEVILS.
SriLanka has been now made free of Malaria. Is it possible? Seems so as the TV news says.
Few steps I think they have taken
Identify the areas/spots with high incidence of Malaria.
Mobile Malaria clinic/units established.
Even suspected cases are screened and treatment starts on spot.
Together with other usual actions such as fuming, spray, cleaning etc.
Can we replicate it in India?
National Vector Borne disease control scheme was implemented across nation.
Lots of methods have been utilized. Even bio-control was also there? If, I am correct? A fish is also introduced in the fresh water ponds which control the mosquito larvae.
But now thing is how malaria spreads?
Nowdays Rural/Urban divide is no more atleast for Malaria and other vector borne diseases. In past the movement of communities was not frequent or large thus chances of spread were not there. Thus few diseases remained in those pockets. As recently we have seen in China when a village or one area was fully cordoned off from outside world. It was to curtail the spread of flu like disease.
In India also suspected patients were kept in quarantined ward of Hospital.
As is saw on TV people were blaming Govt and local agencies for inaction.
But TV had shown those areas also where high rise apartments and residential colonies are having surroundings full of stagnating water. Mosquito larvae survive in those water spots.
Community Participation is must in all such cases. Even WHO definition of Health or Healthy includes healthy surrounding or neighbourhood.
In a democratic country like India anything works differently and difficult.
People clean their rooms but throw garbage outside from their windows or doors on to the streets. Who will clean street which is situated in front of their houses?
Fuming/Spraying are the tools to kill mosquitos. But when citizens blame Govt or local self govt bodies like Municipality etc. for not doing anything then in same voice they don’t talk or think whether they have given/paid their tax or fees or sanitary charges, conservancy charges etc to their local bodies? How local bodies will incur expenditure on fuming/spraying?
I even think that why not every citizen makes their habit to DONATE some money to their local bodies every now and then? Whatever the small contribution it may be? But as a member if Mohala committees, Gram Sabha, and other forums every citizen has their say in SOCIAL AUDIT. It sound easy in writing, but in implementing it is difficult. But at least we can try?
I had a fight with a worker who worked in the Filaria section. He argued with me that why you are not sanctioning the Patient care allowance? To that I asked how come you are eligible to Patient care allowance. He replied we are working in fields and spraying etc is done by the staff to protect people from filarial and malaria. I then asked how many pockets you have identified on inspection having malaria or filarial vectors or larvae or patients? To that he started fighting with me. Where is could have complained? I am weak in such situations. I belong to poor background we don’t have any confidence or support to complain against anybody- it has become a trait in our genes.
But I was surprised that how this PCA was utilized? It is given to the workers doing patient care in Hospitals. How can I give it to those who work in field and I should not write it here but truth is no one does inspection in true spirit. But they were fighting with me for the patient care allowance. After that lots of conspiracy was against me so that I can fall in net of law? How in Government we work it is hard to imagine. How can I save my govt job?
Do you know what happened with one noodle brand? Why suddenly after so many years it was caught? Inspection of food inspectors, drug inspectors etc is the main reason behind this scam? Our health system needs improvement. But how can we improve it? Until and unless we the people do not improve ourselves there cannot be any improvement. What Government alone can do anything?
When I needed ambulance in city in the middle of night, I was told it will be late. I said how much, please do something? They replied may be half hour. First they have to be told exact location of my house. They said come out so that we can spot you. But yes that day God saved me and Ambulance arrived even late, as I waited on the side of road siting under soft shower, my wife and my son in attendance in street on that midnight. I am grateful to my wife and son.
But thing is people in many departments do not function. Have you heard that boy in Kanpur died. It is only poverty and ignorance which is the cause. The well to do families go with many people with them and show their might with guns and bad language, then only the people working in some department immediately start functioning.
I went to hospital, it was a referral hospital for ultrasound, they told me to come after one month and gave me date. Is it possible? That with such type of health system we are dreaming to achieve Sustainable Development Goals, MDG etc etc
